Dear Friends, I have joined ESIC Hospital Basaidarapur on 24th September, 2022. Since, then I am in pursuit of learning the
modus operandi of mismanagement of Hospital. Initially, I was posted in E-I A Branch
and files of E-II Branch were made to be routed through me. Very soon E-I A
Branch was removed from me and I was made to look after E-II Branch directly
and the E-I A Branch was restored to same officer who was looking after this
branch since long. In due course, I came to know that the
subject of transfer posting of Group C employees which was traditionally a
subject of E-II Branch has been allowed to be retained with E-I A Branch with
corrupt intention. Very soon I came to know that E-I A
Branch is instrumental in allowing posting of known corrupt Group C staff on
strategic location so that they could collect bribe and share it with
Administrative Officers who are at the helm of affair in Hospital. Some strategic post auctioned by

During this brief tenure, I very soon
felt that E-II Branch which was basically looking after maximum number of
service books of Group C staff of the Hospital was totally neglected and
mismanaged. This branch was groomed as a suitable
place for punishment not only for Group C staff but also to Group A and B
Officers. It resulted in hundreds of Court Cases
and contempt petitions. I tried to
streamline the functioning of E-II Branch. But soon Most Corrupt Officer of
ESIC, Mr. S. P. Pandey, Deputy Director (Ad hoc) who was under transfer was
relieved from the Hospital. Hence, I was given posting of General
Branch in place of E-II Branch. Before my joining General Branch, the
corrupt officer with the help of his corrupt regime made the backup
arrangement and most of the work of General Branch other than GeM procurement was distributed to other officers on
the presumption that I will take many months to learn GeM Procurement. From very beginning while going through
very initial GeM procurement proposal processed
by delinquent relinquished officer the proposals were found to be full of
defects. Half a dozen such cases were found to
be in violation of GFR, GeM and Office
Procedures. Nearly, 22 cases of GeM procurement payments were pending for payment. Many contingent advance bill were pending for settlement. Even procurement of
fake items, unwanted procurement, inflated requirement for procurement were
some of the methods of corruption. In the mean time I got an inkling that
the previous corrupt regime was not only involved in all kind of corrupt
activities but a share of such collection was going to ESIC Officers
Federation also. Some even say that monthly collection is to the
tune of Rs. 30 lakhs. In view of such
a pathetic condition I have decided that I will strive to expose these
corrupt activities. Hence, I will freeze all my experiences
in this website so that it could be a guiding informative treasure of
information to tackle corruption in various ESIC Establishments. |
