Fourth Serious Observation which came to my knowledge:

When I joined Basaidarapur Hospital, I could find my pressure on faces of corrupt mafia in view of my past reputation/experience of fighting against corruption. I could smell foul play every were.  There was a virtual terror of Basai Mafia on every one’s face and I was given posting purely on corrupt consideration.

1.	I was initially given posting of E IA Branch.
2.	Soon I was given transfer to E II Branch.  Aim was to keep me away from Group A officer’s personal file and transfer posting of Group ‘C’ as corruption was suspected to be involved in these transfer posting subject.
3.	Subsequently, while issuing Order for appointing 1^st Link Officer and 2nd  Link Officer I was made first link officer of AD (Finance). But just after couple of days one corrigendum was issued stating that I was made 1^st Link Officer to AD (Finance) for E I A only and for AD (Finance) the old order of Link Officer will be followed. This order was sufficient to infer that the Management was feeling inconvenient even in giving me charge of 1^st link officer to Finance Officer. (Click here)
4.	I was posted in E II Branch as this posting was KalaPani posting in the Hospital.  I liked the Branch as it was dealing with all Group C personal files and there was lot of scope for learning Administration. But the core subject of E-II i.e. Vigilance w.r.t. Group C and transfer posting was kept aloof from this branch as a result whenever any para wise comments are prepared the branch prepare on the basis of available facts in E-II Branch only. Whenever, there is some improvement in functioning of E-II Branch the Staff and OS are transferred with any discussion with Branch Officer of E-II Branch. The same kind of approach was also seen when I was looking after the work of Procurement of Non-Medical Store.
5.	When Shri S.P. Pandey was relieved, I was given posting of General Branch.  But E-II Branch, IT Branch, Caretaker Cell, PMD/Estate Office were assigned to different ADs.  With this I was left with only GeM procurement. The aim was that the General Branch which was supposed to process the bill could not cross-check the verification of attendance of worker employed through contractors.
6.	The aim was to restrict me with the functioning of GeM only and keeping me busy in sittings of Committee meetings and absurd queries of Finance and Accounts so that I could not focus on big issues of corruption.
7.	During these period I came to know about manipulation of RTI by First Appellate Authority and DPIOs as the e-office file use to route to DPIOs directly by bypassing me i.e. CPIO for concealing facts from me and denying or publishing rubbish in formation in RTI Portal.  The date wise instances were recorded in file to keep the record straight.  For evidence click here.
